The South Everon Veterans’ Uprising
Eight years after the Second Everon War, former FIA fighters and South Everonian veterans launched the largest internal uprising in the country's history. Tempest forces retook Regina, Isle d'Erquy, and a major veteran stronghold near the capital at enormous cost. More than 165 insurgents and mercenaries were killed, approximately 48 Legionaries were lost, and only two of seven American hostages survived. In response, President Alexander Voss has announced sweeping political, economic, and military reforms intended to address the grievances that fueled the uprising.

AFTERMATH
Eight years after the Second Everon War, South Everon has suffered its most serious internal crisis since independence.
The uprising was led largely by veterans of the First and Second Everon Wars, including former pro-American FIA fighters and South Everonian soldiers. Many had fought believing victory would create a prosperous and democratic South Everon. Instead, by 1999, many veterans and civilians believed the government was surviving while the population was being left behind.
Western Everon continued rebuilding and expanding its economy while communities throughout the South struggled with unemployment, aging infrastructure, and economic stagnation.
The breaking point came at Saint Pierre, where veteran militants destroyed a major commercial warehouse. The attack caused tens of millions of dollars in economic losses and killed several American civilians and military personnel.
What followed became known as the South Everon Veterans’ Uprising.
PLAYER ACTIONS & CONSEQUENCES
TEMPEST 1 — REGINA
Approximately 50 armed veterans occupied Regina.
Tempest 1 initially attempted to negotiate their disarmament and the surrender of their leadership. Talks eventually collapsed and fighting erupted.
Tempest 1 assaulted and secured Regina without civilian casualties.
Approximately 5 Legionaries were killed. Nearly the entire insurgent force was eliminated, with only 3 fighters captured alive.
For many Legionaries, Regina represented an uncomfortable reality: some of the men they were fighting belonged to the same FIA and South Everonian veteran community that had once fought alongside American forces.
TEMPEST 1 — ISLE D'ERQUY
Following Regina, Tempest 1 moved against Isle d'Erquy, where another veteran force had seized the island and taken American civilians and personnel hostage.
The assault encountered significantly heavier resistance.
Veteran forces deployed electronic warfare equipment capable of disrupting American operations. Tempest forces successfully located and destroyed the jamming equipment before continuing the assault.
Approximately 80 veteran fighters were killed.
Tempest 1 suffered approximately 17 Legionaries killed.
Seven American hostages were located during the operation.
Three were killed during actions involving Tempest 1-1, while another two were killed during actions involving Valkyrie.
Tempest 1-2 and Tempest HQ successfully reached and rescued the remaining two hostages. Both elements were subsequently wiped out while ensuring the hostages survived.
Two Americans came home.
The Legionaries who reached them did not.
TEMPEST 2 — CAPITAL REGION
At the same time, Tempest 2 patrolled the mountainous approaches surrounding the South Everonian capital.
Veteran forces subjected Tempest 2 to artillery fire before Legionaries eventually traced the attacks east toward an insurgent headquarters established among fortress ruins overlooking the nearby bay.
Tempest 2 assaulted the position and encountered both veteran insurgents and mercenary personnel.
Approximately 85 insurgents and mercenaries were killed.
Tempest 2 lost approximately 26 Legionaries during the fighting.
Following the battle, Tempest 2 recovered documents from the captured headquarters.
Among them was material connected to the Butcher.
FACTION & TERRITORY CHANGES
SOUTH EVERON
Militarily, the uprising has been defeated.
Regina has returned to government control. Isle d'Erquy has been retaken. The veteran headquarters near the capital has been destroyed. More than 165 insurgents and mercenaries are dead.
Politically, however, President Alexander Voss has acknowledged that defeating the uprising does not resolve the conditions that created it.
The government has announced the beginning of a major reform program intended to redirect South Everon's priorities toward its population and economy.
Government spending is expected to undergo significant reductions and audits. Unnecessary administrative expenditures will be cut, procurement will face greater scrutiny, and additional political oversight is expected as Voss attempts to restore public confidence.
Military spending will receive some of the largest reductions.
With the United States continuing to provide South Everon's primary protection against external aggression, the government no longer believes maintaining an expensive standing military at its current size is economically sustainable.
Military installations, equipment, and personnel requirements will be reviewed as South Everon begins transitioning toward a smaller defensive force.
Money saved from these reductions will instead be directed toward infrastructure, employment programs, reconstruction, veteran pensions, utilities, Saint Pierre recovery, and incentives for private investment.
For the first time since the war, South Everon's government is openly acknowledging that preserving the state means little if its citizens see no future within it.
7TH LEGION
The uprising was defeated at enormous cost.
Approximately 48 Legionaries were killed across Tempest 1 and Tempest 2 operations.
Tempest 1-2 and Tempest HQ suffered particularly devastating losses during the Isle d'Erquy hostage rescue.
The operation also demonstrated that portions of the veteran uprising possessed capabilities beyond those expected from spontaneous civil unrest. Artillery, mercenaries, coordinated veteran formations, and electronic warfare equipment were all encountered.
VETERAN INSURGENTS
The organized uprising has been shattered.
More than 165 insurgents and mercenaries were killed across the fighting, while three prisoners were captured at Regina.
Their primary positions have fallen.
Their grievances, however, have already forced South Everon's government to reconsider the direction of the country.
CHARACTER DEVELOPMENT
PRESIDENT ALEXANDER VOSS
The uprising has become the greatest domestic challenge of Voss's presidency.
Rather than treating the violence solely as a security problem, Voss has chosen to acknowledge that years of economic frustration, veteran dissatisfaction, and government failures contributed to the conditions that allowed the rebellion to grow.
His response represents a gamble.
South Everon will reduce government and military spending while relying more heavily upon American protection. The resources saved will be invested into rebuilding the civilian economy and improving living conditions.
If successful, the reforms could finally deliver some of the prosperity South Everonians expected after 1991.
If they fail, the government may have few options remaining.
VICE PRESIDENT THOMAS VARGA
The government's new emphasis on audits, procurement reform, spending reductions, and political accountability places Vice President Thomas Varga and other powerful government figures under increasing scrutiny.
How far President Voss is willing to push these reforms remains uncertain.
THE BUTCHER
The discovery of material connected to the Butcher inside the veteran headquarters has reopened a chapter many believed ended years ago.
There is currently no confirmation that the Butcher created or commanded the uprising.
The veterans had genuine grievances and their resentment existed independently of him.
The recovered material instead raises a more troubling possibility:
The Butcher may have recognized an existing crisis and attempted to exploit it.
WHAT HAPPENS NEXT
South Everon survived.
Now it must change.
The government intends to use the uprising as the beginning of a national restructuring rather than simply another military victory. Defense and government expenditures will be reduced while greater resources are directed toward economic recovery, infrastructure, employment, veterans, and private investment.
The United States will consequently become even more important to South Everon's security. As South Everon reduces the military burden that has consumed significant government resources since the Second Everon War, American protection will allow Voss to concentrate increasingly limited resources on rebuilding the country.
For the first time in years, there is an opportunity for genuine recovery.
But the uprising has exposed how fragile the country has become.
Former allies have killed one another. Nearly five dozen Legionaries are dead. More than 165 insurgents and mercenaries have been killed. American hostages died on Everonian soil. The Butcher's name has resurfaced.
South Everon won the war in 1991.
Eight years later, President Voss is confronting a different challenge:
Making sure his country survives the peace.
