SITUATION

1. ENEMY FORCES: Following the successful American capture of Northeast Airfield, insurgent forces remain active throughout northeastern Chernarus. Although the Chernarussian Defense Forces (CDF) maintain control of most of the country, insurgent formations continue to operate from villages, wooded terrain, and fortified positions surrounding Berezino. Intelligence indicates that a foreign militant commander known as "The Captain," believed to have connections to the Butcher's network on Everon, is operating within the Berezino region. Insurgent forces are using nearby settlements and rural transportation routes to sustain their positions and prevent CDF forces from isolating the city. Following the 7th Legion's previous village assault, at least five civilian homes were destroyed, resulting in displacement and growing resentment toward American forces. Insurgents have threatened local officials cooperating with the CDF and are attempting to exploit the humanitarian crisis. 2. FRIENDLY FORCES: The 7th Legion's 1st Expeditionary Battalion remains deployed to northeastern Chernarus, operating in support of the CDF. Tempest elements will conduct ground operations while Valkyrie provides aviation support and conducts a separate combat search-and-rescue mission. The CDF has assigned an understrength National Guard platoon to protect the village of Khelm and its local leadership. Brigadier General Richard H. Caldwell, Deputy Commander of U.S. Forces Chernarus, is scheduled to visit Khelm to personally address the destruction of civilian homes and meet with local officials. 3. CIVILIAN CONSIDERATIONS: Civilian populations remain present throughout the operational area. Khelm contains displaced families requiring immediate humanitarian assistance. Local attitudes toward American forces are mixed, and additional civilian casualties could severely undermine the legitimacy of the CDF-American intervention.

MISSION

The 7th Legion will conduct coordinated humanitarian, security, and offensive operations throughout northeastern Chernarus in order to isolate Berezino from surrounding insurgent formations and establish conditions for a future assault against the city. Tempest will establish a humanitarian refugee camp at OBJ ROMEO (Khelm), investigate suspected insurgent activity at OBJ ZULU (Dubrovka), and clear hostile forces from OBJ YANKEE (Gorka). Simultaneously, Valkyrie will conduct a combat search-and-rescue operation at OBJ DREAM to locate and recover a surviving American helicopter pilot following the shootdown of a U.S. UH-1 Huey deep behind enemy lines. The ultimate objective is to sever insurgent access to Berezino, restrict enemy movement and resupply, and prepare for a future operation to capture the foreign militant commander known as "The Captain."

EXECUTION

3. EXECUTION: COMMANDER'S INTENT: The 7th Legion will restore confidence in American forces while systematically dismantling insurgent control of the settlements and transportation routes surrounding Berezino. Civilian protection and the successful completion of the humanitarian mission are essential to the overall campaign. The capture of Berezino and The Captain is a future objective, not the primary mission of this operation. PHASE I — OBJ ROMEO: KHELM HUMANITARIAN MISSION Tempest will deploy to Khelm, the site of the previous civilian housing destruction. Upon arrival, Tempest will establish contact with the understrength CDF National Guard platoon and village leadership. Tempest will construct a temporary refugee camp, establish medical and supply facilities, and assist displaced families. Brigadier General Richard H. Caldwell will personally meet with the village leader to acknowledge the incident, discuss reconstruction, and demonstrate American commitment to the community. The village leader has received death threats from insurgents due to his cooperation with the CDF. Tempest will provide security during the humanitarian mission and the general's visit. Insurgent forces are believed to be operating in the surrounding countryside. Tempest must remain prepared to protect civilians and respond to hostile activity without causing additional civilian casualties. PHASE II — OBJ ZULU: DUBROVKA INVESTIGATION Tempest will advance to Dubrovka and investigate reports of insurgent activity within the settlement. Objectives include identifying hostile personnel, locating weapons or intelligence materials, questioning cooperative local witnesses, and determining whether insurgent forces are using Dubrovka as a staging or supply location. Tempest is authorized to clear confirmed hostile positions when necessary. The presence of civilians requires positive identification of hostile threats and restraint during searches and engagements. Intelligence recovered at Dubrovka may provide information concerning insurgent supply routes, movements toward Berezino, and the whereabouts of The Captain. PHASE III — OBJ YANKEE: GORKA CLEARANCE Tempest will advance to Gorka and eliminate organized insurgent resistance within the town. Gorka represents an important position along the inland approaches toward Berezino. Securing the settlement will disrupt insurgent freedom of movement and reduce their ability to reinforce positions around the coastal city. Tempest will clear designated hostile positions, secure the settlement, and coordinate with CDF forces to establish follow-on security. Following the clearance, Tempest will report the condition of the town, remaining enemy activity, and the status of surrounding transportation routes. PHASE IV — OBJ DREAM: VALKYRIE COMBAT SEARCH AND RESCUE A U.S. UH-1 Huey has been shot down in hostile territory south of Gorka. At least one American pilot survived the crash and requires immediate rescue. Valkyrie will conduct a separate search-and-rescue mission to locate, secure, and extract the surviving pilot. The crash site is situated deep behind insurgent lines, and enemy forces may be searching for the survivor. Valkyrie will coordinate with Tempest HQ when necessary but must account for limited aviation availability and hostile activity in the surrounding area. Recovery of the surviving pilot is a priority. Any recovered information concerning the helicopter's destruction or enemy activity will be forwarded to American command. END STATE: Khelm refugee camp established and civilians assisted; village leadership protected; Dubrovka investigated and insurgent activity disrupted; Gorka cleared of organized hostile forces; surviving American pilot recovered if possible; insurgent movement toward Berezino restricted; intelligence collected for the future capture of The Captain. Berezino itself is not to be assaulted during this operation unless separately authorized by higher command.

SUSTAINMENT

4. SUSTAINMENT: HUMANITARIAN SUPPORT: Tempest will receive construction materials, medical supplies, food, water, and temporary shelter equipment for the establishment of the Khelm refugee camp. Humanitarian supplies are intended for displaced civilians and must remain available for civilian use. LOGISTICS: Northeast Airfield will serve as the primary American logistics and resupply hub. Ground forces will deploy with sufficient ammunition, medical equipment, and transportation to sustain operations between objectives. MEDICAL: Tempest will establish a casualty collection capability at OBJ ROMEO during humanitarian operations. Military and civilian casualties will be treated according to medical urgency. CASEVAC will be coordinated through Tempest HQ and Valkyrie when available. AVIATION: Valkyrie will provide aviation support subject to aircraft availability. The combat search-and-rescue mission at OBJ DREAM may temporarily restrict aviation support available to Tempest ground forces. CDF SUPPORT: CDF National Guard personnel at Khelm will assist with local security and coordination. Follow-on CDF elements may assume responsibility for secured settlements when available.

COMMAND & SIGNAL

5. COMMAND AND SIGNAL: COMMAND: Tempest HQ retains tactical command of all assigned ground elements. Tempest squad leaders are responsible for maintaining accountability, reporting civilian concerns, and coordinating movement between objectives. Valkyrie retains command of assigned aviation elements and will coordinate the OBJ DREAM rescue through established command channels. Brigadier General Richard H. Caldwell is the senior American officer visiting OBJ ROMEO. His visit is a command-level humanitarian and diplomatic engagement, not a transfer of tactical control from Tempest HQ. SIGNAL: All elements will maintain communications through their designated platoon, squad, and aviation radio networks. Specific frequencies and callsigns will be distributed prior to deployment. RULES OF ENGAGEMENT: Civilian protection is a primary operational requirement. Positive identification of hostile forces is required before engagement. Surrendering personnel will be detained and provided appropriate treatment. Civilian structures are not to be intentionally damaged unless required by lawful military necessity. SPECIAL INSTRUCTIONS: The presence of senior American leadership and displaced civilians at OBJ ROMEO requires heightened attention to security and accountability. Any civilian casualties, significant property damage, or incidents involving local officials must be reported immediately. COMMANDER'S MESSAGE: We came to Chernarus to help a nation regain control of its territory. At Khelm, our actions have left families without homes and damaged the trust of the people we came to protect. Tonight, we begin making that right. But the mission does not end at Khelm. Dubrovka and Gorka remain important to the insurgency, and an American pilot is waiting for rescue behind enemy lines. Every objective brings us closer to isolating Berezino and finding The Captain. Protect the people. Recover our own. Secure the countryside. Berezino comes next.
