SITUATION

Eight years after the Second Everon War, the divide between Western and Southern Everon has become increasingly difficult to ignore. Western Everon is experiencing economic growth and reconstruction while large portions of South Everon continue to struggle with unemployment, deteriorating infrastructure, and economic stagnation. Critics increasingly argue that foreign aid has preserved the government rather than improved the lives of ordinary South Everonians. The growing crisis has radicalized veterans of both the First and Second Everon Wars. Many are former members of the pro-American FIA and South Everonian military who once fought alongside American forces. They believe they sacrificed their lives to create a South Everon that has failed them. The situation escalated following a coordinated attack against a major commercial warehouse in Saint Pierre. The facility was destroyed, causing an estimated $38 million in direct property, cargo, and commercial losses and severely disrupting regional trade. Several American civilians and U.S. military personnel were killed in the attack. The perpetrators claim the attack was retaliation against a government they accuse of enriching itself while veterans and ordinary citizens remain impoverished. The uprising has now spread to Regina. Approximately 50 armed veterans and militants are believed to be operating in or around the town. Separately, another veteran faction has seized Isle d'Erquy and kidnapped American civilians and diplomatic personnel. Intelligence assesses that the two incidents are connected to the wider veteran uprising, although the exact command relationship remains unclear. American forces have been ordered to attempt a negotiated resolution at Regina before conducting operations to recover Isle d'Erquy.

MISSION

Tempest 1-2 will move to CP ALPHA and establish security south of Regina before approaching the town. U.S. representatives will attempt to negotiate the peaceful disarmament of approximately 50 armed insurgents inside Regina and demand the surrender of their leadership. If negotiations succeed, Tempest 1-1 will hold the treeline near the sawmill and secure it for hot a hasty LZ. Tempest 1 will secure Regina, receive surrendered weapons and leaders, and prevent further violence. Following resolution of the Regina situation, U.S. forces will reposition for an assault on Isle d'Erquy to rescue American hostages and restore government control of the island.

EXECUTION

COMMANDER'S INTENT: Resolve Regina without destroying the town or unnecessarily killing men who once fought alongside American forces. The destruction of the Saint Pierre warehouse and kidnapping of American personnel demonstrate that the uprising now represents an armed security threat, but peaceful surrender remains the preferred outcome. PHASE I — CP ALPHA: 1-2 will stage at CP ALPHA south of Regina. Security elements will establish control of the surrounding roads and approaches while avoiding actions that could be interpreted as the beginning of an assault. PHASE II — THE REGINA ULTIMATUM: A designated negotiating element will approach Regina and establish contact with the veteran leadership. Their terms are straightforward: insurgents must surrender their weapons, release any detainees under their control, surrender identified leaders responsible for the uprising, and cease armed resistance against the South Everonian government and United States. Approximately 50 armed insurgents are believed to defend Regina. Many are veterans of the First and Second Everon Wars and possess previous military experience. U.S. forces should therefore assume that defensive positions, observation posts, and prepared firing positions may exist throughout the town and surrounding terrain. PHASE III — REGINA RESOLUTION: If the insurgents accept the ultimatum, U.S. forces will supervise disarmament and secure surrendered leadership while South Everonian authorities begin restoring control. If negotiations fail and hostile action is initiated, 7th Legion is authorized to secure Regina and neutralize organized armed resistance. Civilian casualties and unnecessary destruction are to be minimized. PHASE IV — ISLE D'ERQUY: Following the resolution of Regina, 7th Legion will prepare for movement against Isle d'Erquy. Armed veterans have occupied the island and are holding American civilians and diplomatic personnel hostage. The primary objective is the recovery of all surviving hostages. Secondary objectives are the capture of veteran leadership, destruction or seizure of rebel weapons, and restoration of South Everonian control. Hostage safety takes priority over eliminating withdrawing insurgents. Once the hostages are located, elements will secure them and establish an evacuation point before completing clearance of remaining hostile positions. END STATE: Regina peacefully disarmed or returned to government control; veteran leadership detained; Isle d'Erquy retaken; American hostages recovered; organized rebel forces in the operational area dismantled.

SUSTAINMENT

CP ALPHA will serve as the initial staging and casualty collection location for operations around Regina. U.S. transportation, medical, communications, and ammunition support will remain available according to mission requirements. For the Isle d'Erquy phase, additional transportation and evacuation assets will be prepared for the recovery of American hostages. Medical personnel should anticipate both military and civilian casualties. South Everonian authorities will assume responsibility for surrendered personnel and restored civilian areas when conditions permit.

COMMAND & SIGNAL

Normal 7th Legion chain of command and radio procedures remain in effect. The operation commander retains authority over the transition from negotiation to armed intervention at Regina. Any hostile action during negotiations, discovery of hostages, threat to American captives, major civilian casualty event, or surrender by rebel leadership will be immediately reported to command. RULES OF ENGAGEMENT: Armed presence alone within Regina does not automatically authorize engagement during the negotiation phase. U.S. forces will maintain defensive posture unless hostile intent or hostile action is identified. Individuals surrendering or attempting to surrender will not be engaged. During the Isle d'Erquy operation, positive identification remains required, with particular attention given to the presence of American hostages. COMMANDER'S MESSAGE: Some of the men across from us fought beside Americans during the wars that created South Everon. That history does not excuse Saint Pierre, the deaths of Americans, or the taking of hostages. Our first objective is to end this without another battle on Everonian soil. Give Regina the opportunity to surrender. If they refuse, protect yourselves and accomplish the mission. Once Regina is secure, we bring our people home from Isle d'Erquy.
